SO THE GOVERNMENT AND THE PUBLIC WILL KNOW WHAT THE PEOPLE THINK AND NOT HAVE TO RELY ON SOMETIMES BIASED MEDIA OR UNRELIABLE  "POLLS" TAKEN FROM A GROUP OF CITIZENS. THE GOVERMENT WOULD NOT HAVE TO ADHERE TO THESE POLLS BUT  TO BE AN AID TO GUIDE THEM
